National Water Strategy 2030

Water lies at the heart of economic and social development, as it is essential for meeting basic human needs, managing the environment, and sustaining economic growth. Despite the importance of water, Saudi Arabia faces serious challenges due to the unsustainable use of water resources. The Kingdom possesses limited reserves of non-renewable groundwater, which are being rapidly depleted. Due to the arid climate, renewable water sources are extremely scarce. High water demand in the agricultural sector exacerbates the issue of water scarcity in the Kingdom, where the government bears significant costs for water and sanitation services in urban areas, yet service levels remain suboptimal. This sector also faces additional obstacles due to an insufficient institutional environment and governance mechanisms.

Water System and Regulatory Framework for Water Resource Management
The program aims to provide a comprehensive series of policies and implement an appropriate legal and legislative framework for water resource management. The ministry is responsible for implementing this program.
Water Resource Management
The Water Resource Management Program is designed to implement integrated resource management and planning in Saudi Arabia. It also aims to ensure optimal use of available water resources by rationalizing current resources, including renewable groundwater, surface water, and treated wastewater. Additionally, the program seeks to reduce current consumption rates in the municipal and agricultural sectors. This program includes 15 initiatives overseen by the ministry.
Sector Readiness for Emergency Management
The Emergency Readiness Program aims to ensure the readiness of the water and wastewater sectors to manage any disruption in daily routine operations. This program ensures that the Ministry of Environment, Water, and Agriculture, along with relevant facilities, considers all potential risks that could disrupt operations at every step of the water supply chain. This program, which includes three initiatives, will be implemented under the supervision of the Ministry of Environment, Water, and Agriculture, specifically the Water Affairs Agency.
