​​​​​​​​​​The Water Transmission Company (WTCO) is owned by the Saudi Arabian government. The establishment of WTCO was based on Resolution No. 32 dated Muharram 11, ​​1441 AH, 10 September 2019. The company’s establishment is a result of the Kingdom’s Privatization Program and contributes to the national water strategy to ultimately help realize Saudi Arabia’s Vision 2030 ambitions. WTCO is responsible for managing, operating, and maintaining water transmission, storage, and dispatch systems across the Kingdom, while also leading innovation in water technology and research. Alongside Reliably serving its multi-industry partners, WTCO also trains and develops its human capital to reinforce the Kingdoms’ leadership in water desalination, transmission, and storage.​WTCO is headquartered in Riyadh and​ operates an integrated network covering the entire country.​

​​Alzoghaibi is the Deputy Minister for Economic and Investment Affairs in the Ministry of Environment, Water and Agriculture. He served as chief financial officer and an advisor to a number of investment, telecommunications and banking companies, he also was a consultant at PwC Consulting company.

Alzoghaibi holds a master’s degree in accounting from King Saud University, and currently chairs several committees in the privatization, investment, financial and commercial fields related to the sectors of environmental, water and agriculture. He is a member of the Board of Directors of the Saline Water Conversion Corporation, as well as a member of the Board of Directors of the Saudi Grains Organization.​

SALMAN MANSOUR BADR

EXECUTIVE VICE PRESIDENT OF THE PRIVATIZATION ADVISORY DEPARTMENT

Salman Badr has been acting Executive Vice President of the Privatization Advisory Department in the National Center for Privatization & PPP since January 2021. Prior to that Salman served as Director of Investments at The Saudi Industrial Investments Company (Dussur), an industrial investment and development company.

Salman’s experience also includes an executive leadership role in an international defense logistics company, as well as private equity and infrastructure investment execution in a global emerging markets private equity firm.

Salman holds a Bachelor of Arts Degree in Economics and Political Science with Honors from the University of Toronto, Canada, 2005

Dr. Al-Rasheed is the Secretary-General of the Bankruptcy Commission since the establishment phase. He previously worked as the Chief Executive Officer (CEO) of the Saudi Center for Commercial Arbitration (SCCA). He also successfully worked on establishing and setting the foundations of new initiatives in the Legal and Islamic Finance sectors. In addition to that, worked as an advisor for a couple of consulting and law firms.

Dr. Al-Rasheed takes part in many roles, most notably, he is the vice-chairman of the Board of Shariah of the General Authority of Zakat and Tax (GAZT), a member of the Board of Directors of the Support and Liquidation Center, and was chairman of the Islamic Banking Committee of the Saudi Arabian Monetary Agency (SAMA).

Dr. Al-Rasheed Received his Ph.D. in Comparative Jurisprudence from the Supreme Jurisdiction Institute at Imam Muhammad Ibn Saud Islamic University, in addition to that he holds (MBA) from Cardiff University in the United Kingdom, a Master’s degree in Comparative Jurisprudence from the Supreme Jurisdiction Institute, and a Bachelor’s degree in Sharia Law at Imam Muhammad Ibn Saud Islamic University, and Bachelor’s degree in Information System from King Saudi University.
